Session Description: 
Dr. Richard Wild provides the presentation regarding the CMS Value Based Purchasing (VBP) Program and its intent to assist in providing better care, better health, lower costs and safer more efficient care. He discusses the CMS’ three part aim and goals of CMS in providing quality improvement roadmap. First aim targeted is “better care” by focusing on patient safety, quality and the patient experience. Second aim is “reduce per capita cost” by reducing unnecessary and unjustified medical costs and reducing administrative cost thru process simplification. Third aim is to “improve population health” by decreasing health disparities, improving chronic care management outcomes, and improving community health status.

The speaker points out important programs and tools related to VBP incentives. He discusses a current VBP initiative related to no payment for Hospital Acquired Conditions (HAC), which include several conditions. Dr. Wild also presents information regarding the hospital inpatient quality reporting program and the Hospital Based VBP. He provides several references for resources for more information related to content so attendee will remain current on the appropriate guidelines and updates.

Session Objectives:
On completion of this activity, the participant should be able to:

  1. Recognize health care costs and quality issues in the current Medicare Program.
  2. Recognize how CMS Value Based Purchasing Programs address these cost and quality issues to deliver better and safer care, better health, and more efficient care.
  3. Recognize how the Partnership for Patients, the Hospital Inpatient Quality Reporting Program, and the Hospital Value Based Purchasing Programs interact to promote better, safer more efficient care.

About Richard E. Wild, MD, JD, MBA, FACEP
Dr. Wild received his MD degree from the University of Vermont, College of Medicine. He is board certified in Emergency Medicine by the American Board of Emergency Medicine and is a Fellow of the American College of Emergency Physicians. His internship and residency training were at Letterman Army Medical Center, San Francisco; San Francisco General Hospital; and Walter Reed Army Medical Center in Washington, DC. He served five years on active duty with the US Army Medical Corps and as a medical officer at Martin Army Hospital, Fort Benning, Georgia.

Dr. Wild has over 20 years of experience as a practicing emergency physician ranging from small rural Georgia hospitals to large university teaching centers. He has served on the Medical School faculties of Boston University, University of Massachusetts, and Brown University and was Chairman of the department of Emergency Medicine and Chief of Emergency Services at a teaching hospital of Brown Medical School. He has taught emergency medicine, health policy and legal medicine to resident physicians and medical students and has served as his state medical specialty society president and also on several national emergency medicine association committees dealing with government affairs, coding, and physician reimbursement.

Dr. Wild is a full time employee of the federal government and is the CMS designated speaker for the topics presented. He will speak on behalf of the government and will present views of CMS, and the Department of Health and Human Services.
